AIG and SBP sign Interinstitutional Cooperation Agreement in the cybersecurity framework


The Superintendent of Banks, Amauri A. Castillo, and the General Administrator of the National Authority for Government Innovation (AIG), Luis Ricardo Oliva, signed an Interinstitutional Cooperation Agreement in the framework of cybersecurity.

The Agreement aims to expand the sources of information for the timely identification and communication of alerts on risks, vulnerabilities and sectoral attacks, by improving the exchange of information on digital security incidents and promoting cooperation to strengthen the cybersecurity in the financial sector and in the country.

The signing of this Agreement is in line with Executive Decree No. 709 of September 26, 2011 of the Ministry of the Presidency, which created the CSIRT-Panama (Computer Security Incident Response Team) and whose implementation is under the responsibility of the AIG.

Said Executive Decree authorizes the administrator of the AIG to sign agreements with public entities and national or foreign private entities in order to promote the implementation, operation and administration of the CSIRT-Panama.

In this sense, and considering that the banking and financial sector is vulnerable to cyberattacks, the AIG and the SBP seek with this Agreement to prevent, or at least minimize the damage that this type of attack brings, so cooperation is essential nationally, regionally and internationally.

With the approval of the Agreement, the exchange of information on cybersecurity policies, incidents and best practices, the promotion of training plans and active participation in cybersecurity discussion spaces is established.

In addition, both authorities agreed to promote processes of knowledge transfer and capacity development through collaboration, assistance and cooperation in the local and international order, as well as to jointly review the catalog of critical infrastructures, in order to assess their current state, the prioritization of the management of its associated risks and in particular the impact and impact of attacks on other infrastructures that could have on the Panamanian banking system.

The Agreement is based on the principles of reciprocity, confidentiality, and trust as a requirement to act diligently and will have a duration of three (3) years.
