The Minister of Social Development, María Inés Castillo, described as "historic" the approval in the first debate of bills No. 567 and No. 569 in the National Assembly, which establish the guidelines for the creation of a Comprehensive Protection Law to Boys, Girls and Adolescents, which will allow this population to be subjects of rights.

 

The projects were approved today, Monday, July 27, in the Commission for Women, Children, Youth and the Family of the National Assembly after a broad debate.

 

"After five months, civil society, academia, non-governmental organizations and the State - through the Ministry of Social Development (MIDES) - have reached a consensus on such an important issue in favor of early childhood," Castillo said. .

 

The head of the social portfolio recalled that these bills were under discussion for more than a decade and today, after the articulation of different sectors, it is possible to advance towards a protection strategy in favor of the children and adolescents of this country.

 

Castillo explained that Law No. 567 establishes the protection and rights of children and adolescents and allows the transition from a guardianship regime to a human rights regime, where this vulnerable population is placed at the center. While bill No. 569 will focus on everything related to the judicial part.

 

"We have a commitment to the children and adolescents of this country and our presence in the National Assembly is a sign of the commitment that this administration has in favor of this vulnerable population," he said.

 

María Inés Castillo, who was accompanied by the deputy minister, Milagros Ramos Castro, recalled that this national government has advanced in a comprehensive policy, proof of this is the implementation of the Comprehensive Protection Law for Early Childhood and Early Development, approved in October 2020.
