Miviot transfers to the Municipality of Panama procedures for land use and area code

As of April 1, 2021, users will be able to carry out their procedures for land use certificates or area code in the Municipality of Panama, after the signing of an Act of Transfer of Competence between the holders of the Ministry of Housing and Territorial Planning (Miviot) and of the capital's Mayor's Office.

The minutes, which are signed by the holder of the Housing portfolio, Rogelio Paredes; the vice minister of Territorial Planning, José Batista and the mayor of the capital district, José Luis Fábrega, indicate that as of April the municipality will be the entity in charge of issuing these certificates.

Minister Paredes stated that these certifications were issued by both the Miviot and the Municipality, which created some confusion among users, because they did not know which institution to contact and with this act it is certified that all this operation is definitively transferred to the hands of the commune.

"With this act the house is put in order and in perspective what has been developed, for practical purposes and for the community in general to know where they have to go," he explained.

Paredes expressed that the transfer of these functions to the Municipality is stipulated in Law 14 of 2015 that regulates the territorial ordering for urban development and dictates other provisions.

In addition, he clarified that the law also says that the transfer will be given by the national authority to the local authority, as long as the municipality has a Planning Board and an office for it.

This process will be carried out in the other municipalities to the extent that they have the aforementioned requirements.
